The Russian President Vladimir Putin instructed the government to submit to the State Duma by December 18 a bill providing for a visa-free entry to Russia for foreign fans of the 2018 FIFA World Cup holding a personalized FAN ID card. The corresponding item is contained in the list of instructions of the head of state published on the Kremlin website on Thursday.
According to this instruction, foreign fans should be given the opportunity to enter Russia 10 days before the opening match of the championship and leave the country on the day of the final "on valid identity documents and a personified FAN ID card both on paper and in electronic form." In addition, during the 2018 FIFA World Cup media representatives should be given the right to free travel in additional trains running between the cities where the matches are held.
In the same assignment, Vladimir Putin pointed to the need to make a bill concerning the regulation of the circulation of alcoholic products intended for guests of the event. It was also instructed to take additional measures to ensure security at transport and hotel infrastructure facilities in Russian regions that host the 2018 FIFA World Cup matches.
Besides, the president instructed to submit to the State Duma a bill on responsibility for the illegal sale of tickets or documents providing the right to receive them, as well as for faked ticketing. As previously reported, the draft of such a law has already been approved by the Cabinet's profile commission.
The deadline for fulfilling these instructions is set until December 18, 2017.
The president instructed to provide for the possibility of introducing additional flights during the event. The corresponding item is in the list of instructions following the joint meeting of the Council for the Development of Physical Culture and Sports and the Supervisory Board of the organizing committee "Russia-2018" held on October 3, 2017.
"The Russian Ministry of Transport should take measures to ensure air transportations to the host cities in accordance with the schedule of matches of the 2018 FIFA World Cup, including the introduction of additional flights," - is said in a list published on the Kremlin website on Thursday.
The deadline for the execution of this assignment was set by Vladimir Putin until March 31, 2018.
